Is it illegal for a man living in Australia to be buried in New Zealand?

Yes, especially if he's still living!

A man passes by his friend's house Bob. Bob’s wife answers the door.
‘Is Bob here?’ he asks the wife.
‘No, sorry’ replies the wife. ‘He's gone to pick cotton.’
The next day the friend stops by Bob’s place again and knocks on the door.
Bob’s wife answers again, ‘Sorry but Bob’s gone to pick cotton.’
Next day the friend tries again, and again the door is opened by Bob’s wife.
‘Bob here?’ he asks. ‘No,’ replies the wife. ‘Bob died yesterday so we buried him in the backyard.’ Bob’s friend goes round to pay his respects and reads the tombstone inscription, ‘Bob. Gone, but not for cotton.’
